Kim's remarks follow a meeting last week in Washington, D.C., between South Korea and the US, when the topic of nuclear deterrent in the event of confrontation with the North was addressed.


"Nuclear and strategic planning" was on the agenda for the conference, and the allies reaffirmed that Pyongyang's use of nuclear weapons against the US and South Korea would bring about the collapse of the North Korean dictatorship.


However, Pyongyang's official Korean Central News Agency stated on Thursday that Kim instructed his military's missile bureau to "not hesitate to establish a nuclear strike when the enemy pushes him with nuclear weapons."


Shortly later, the nuclear-armed nation was urged in a statement by Washington, Seoul, and Tokyo to "cease unnecessary provocations and accept our call participate in concrete negotiations without any preconditions."


Following Pyongyang's unprecedented string of nuclear tests this year, the three nations have increased their military cooperation. On Tuesday, they turned on a system to exchange real-time information on North Korean missile launches.


The North fired the Hwasong-18, its most powerful ballistic missile, on Monday. It subsequently described the launch as a "warning countermeasure" against Washington and its allies' ongoing "military threat" actions.


A US nuclear-powered submarine docked near Busan, South Korea, last week, and Washington conducted long-range bomber exercises with Seoul and Tokyo on Wednesday.


Recently, the North has emphasized that "the Korean Peninsula is de jure in a state of war" and that the Washington's "strategic assets" in the South are the first things to be destroyed.
