He became the CM for the month of February in 1985 after an encounter. Rajasthan held elections for its legislature. Every politician was occupied with their campaign. Shiv Charan Mathur was the Chief Minister of the state's Congress-led administration at the time. There were only fifteen days remaining in Mathur's term as chief minister when an occurrence took place that altered public opinion and the Congress's standing at that particular time.
Shivcharan Mathur had really come to rally with pride. Raja Mansingh, a seven-time independent MLA and member of the royal family, attacked his chopper in the meanwhile.
Raja Mansingh, the candidate running for the Deeg assembly seat, was shot and killed by Rajasthani police the next day, on February 21, 1985. The Congress high leadership began to dread loss as a result of the Jats' fierce protests over Raja Mansingh's murder.
There were hardly two weeks till the assembly elections. The Congress party did not want the Jats' animosity to cause them to lose the polls. As a result, Shiv Charan Mathur tendered his resignation in a day. Subsequently, Devpura, a senior minister in the Mathur administration, received a notification requesting that he travel to Jaipur and take an oath while running for the MLA in his Kumbhalgarh seat.
On February 23, 1985, Hiralal Devpura arrived in Jaipur and took the oath of office as Chief Minister. After two weeks, Hiralal Devpura was aware that elections were coming up, but he thought he would be appointed chief minister once again if the party won.

The week began on March 1st, 1985. The Congress party secured a majority victory in the assembly elections held in Rajasthan once again. Within fifteen days following the elections, the state's chief executive was replaced. With all expectations of winning the chief ministership again in such a scenario, Hiralal Devpura was called from Delhi and told to step down so Joshi ji could assume the role.
Hiralal Devpura may or may not have been surprised to hear this over the phone from Delhi. This was due to the fact that Haridev Joshi, the first Chief Minister, was not appointed to the position after Congress regained power following the overthrow of his administration. In addition, Joshi was being opposed by a large number of influential politicians who were sympathetic to Rajiv Gandhi.
