 The NMC's ban on new medical institutions in southern states defies logic


To put it mildly, it is absurd that the National Medical Commission chose to divide up medical institutions among the states according to population. Additionally, it has the potential to exacerbate already tense relations between the federal government and southern states, none of which are now led by the BJP.




The new guidelines make two changes that are unlikely to be favorably received by many states and were released via an unusual gazette notification (presumably without any kind of public engagement). A ratio of 100 MBBS seats for every 10 lakh individuals is the first thing they introduce. Second, in states that have passed this ratio, they cap the number of health colleges that are now in operation, both public and private.


Tamil Nadu, Andhra Pradesh, Telangana, Karnataka, Kerala, and Puducherry are all included in the southern states that are above this new cut-off. Himachal Pradesh, Sikkim, and Manipur all have ratios higher than the NMC.


Additionally, it appears that there is a deliberate effort to give the union government sole control over the establishment of new medical colleges. After the current academic year, 2023–2024, the NMC has said that "letter of
