The law pertaining to OBC reservation and the definition of locale in accordance with Khatian of 1932 may once more be passed by the Jharkhand government. According to departmental sources, the state government is seeking legal counsel about the previous objections raised in relation to both measures, and on the basis of this, plans are being made to introduce the bill again.

The governor had given the measure back

It should be remembered that the Governor had the Attorney General's advice before returning the Backward Classes Reservation Bill in April of this year. Before the passing of this measure, the Attorney General had stated in his consultation that various orders issued previously by the Supreme Court would be broken.


Increased reservations are desired by the government

The ruling coalition has included a priority category in its platform for the quota reform bill that will fill vacant positions in Jharkhand. The state administration seeks to expand the current 14 percent reserve for members of the economically disadvantaged classes to 27 percent. It was suggested to raise the quota percentages for Scheduled Castes from 10% to 12% and Scheduled Tribes from 26% to 28%.


The Khatian bill was returned by the previous governor

The state administration had forwarded the local policy bill to the Raj Bhavan for the Governor's assent based on the OBC reservation and the Khatian of 1932. It was suggested that the President be given both bills to be included to the Constitution's Ninth Schedule.


The Khatian-based Bill of 1932, on the other hand, was returned with a request for revision by the governor at the time, Ramesh Bais. The government will go forward based on legal advice about Khatian

In order to provide further social, cultural, and other advantages to indigenous people, the Jharkhand Bill 2022 was reintroduced in January 2023. The state administration has sought legal counsel on this and is getting ready to proceed. Hemant Sarkar wanted to award class III and IV employment in the state to those whose names are listed in the khatian of 1932 or before.


Expected soon: the creation of the Backward Classes Commission

The state administration is making quick headway with its plans to establish the Backward Classes Commission. The state government is rumoured to be able to decide on this before the monsoon session.
