More than 35% of the positions in Jharkhand's health and family welfare department, including block managers, state- and district-level officers, physicians, and technicians, are vacant due to a shortage of human resources.


The minimum necessary strength is 1,021, or more than 80% of the jobs, yet Jharkhand only has 185 specialist physicians operating in various government hospitals, leaving more than 33% of the doctor positions empty.


The health and family welfare department of Jharkhand had a review meeting on Thursday during which this data was discussed. The meeting's chief minister, Hemant Soren, presided and said that his administration was "committed" to developing a robust "health circuit" in the state.


The Jharkhand Public Services Commission (JPSC) has reportedly received many letters from the health department, but according to government insiders, the human resources issue won't be resolved for a while because of legacy problems.


A state obstacle is the lack of health services in rural and tribal communities. The results show that just 3,448, 288, and 188 of the necessary 7,561 health sub-centres, 1,407 primary health centres, and 308 community health centres are now operational. According to Indian Public Health Standards, 4,324 of these centres require a total of 32,007 people; however, the Jharkhand government claims that 16,171 minimum posts are needed to operate these facilities.


The Jharkhand government now claims that regular hiring and outsourcing will enable it to fill at least half of the minimum necessary positions, or 8,085, by the end of this year.


The National Health Mission, which has both rural and urban components under it, is likewise struggling to staff up.


There is a plan to establish the Jharkhand Health Services Recruitment Board, but it might not materialise, according to a different government source. The Staff Selection Commission, or the JPSC, must serve 40 departments while dealing with a staffing shortfall.
