Center seeks Parliament nod for additional expenditure of ₹4.36 lakh crore in FY23

 



This additional expenditure is over and above the amount proposed in the Union Budget for FY23. As per the budget, the government had estimated a total expenditure of ₹39.45 lakh crore in this fiscal as compared to ₹37.70 lakh crore in 2021-22.

Approval was also sought to meet the additional expenditure of Rs 80,348.25 for food subsidy and additional allocation under the Pradhan Mantri Garib Kalyan Anna Yojana, according to the first batch of supplementary demands for grants presented in the Lok Sabha today by Minister of State for Finance Pankaj Chowdhary Is. The need for additional expenditure has arisen as the fertilizer subsidy burden has exceeded budget estimates in the wake of growth in Europe and the government needs to continue to support additional needs to provide food to the poor.

The government has sought a gross additional expenditure of ₹4,35,938.87 crore, but the net cash expenditure is expected to be ₹3,25,756.69 crore as the additional expenditure is matched by savings of ministries/departments or increased receipts/recoveries of ₹1,000 crore. Is. 10,180.59 crores.

Further, to enable re-appropriation of savings in cases involving new service or new means of service, one lakh for each item of expenditure, a token provision of ₹159 lakh has been sought.

Of the additional expenditure under the first Demands for Grants, an amount of ₹60,110.32 crore has been sought for food subsidy (to the Food Corporation of India under the National Food Security Act) and additional allocation under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY).

The highest expenditure has been on the payment of fertilizer subsidy. "For payment of indigenous P&K subsidy (₹14,889.67 crore) and imported P&K subsidy (₹8,232.56 crore). For payment of indigenous urea subsidy (₹71,860.41 crore) and imported urea subsidy (₹14,304.15 crore)..." a statement said. The details of expenditure under the first batch of Supplementary Demands for Grants are given in Annexure-I.

Approval has also been sought for expenditure of the Ministry of Petroleum and Natural Gas on payment of LPG subsidy to oil marketing companies and payment of LPG connections to the poor under the Pradhan Mantri Ujjwala Yojana, with another totaling ₹29,944 crore.

The first batch of Supplementary Demands for Grants for 2022-23 consists of 75 grants and 6 appropriations.

The additional expenditure also includes ₹13,669 crore and ₹12,000 crore to meet the expenditure requirements of the telecom and railway ministries, besides about ₹10,000 crore to be transferred to the GST Compensation Fund to compensate states and union territories .

Approval has been sought by the Ministry of Rural Development for an additional expenditure of ₹46,000 crore, which includes ₹4,920 crore for the Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGA).
