On December 16, Chief Minister Manohar Lal Khattar highlighted the recent Supreme Court ruling that asked Punjab to take a cue from Haryana on how to avoid agricultural fires, stating that Haryana is now considered a model state for stubble management. was suggested.

He said that the number of stubble burning incidents in Punjab has decreased by 27.1%, while the number in Haryana has decreased by 36.4%.


Khattar used a report by the Indian Council of Agricultural Research (ICAR) to claim that, as of November 22, 2,239 occurrences of stubble burning had been reported in Haryana—a far less number than the 36,118 incidents that had been reported in Punjab.


According to the statement, the state has implemented several measures to manage stubble and has established a noteworthy model for the country by establishing a tariff of Rs 2,500 per tonne for the purchase of stubble.


In addition, he said, a provision has been established for an extra payment of Rs 500 for each straw with a moisture content of less than 20%.


The Chief Minister went on to say that if a gram panchayat advances from the category of "very sensitive" village to "zero crop residue burning," it would get a prize of Rs 1 lakh.


According to him, panchayats in vulnerable villages that achieve 0% agricultural residue burning are also rewarded with Rs 50,000.


According to Khattar, the 'Mera Pani Meri Virasat' plan offers a subsidy of Rs 7,000 per acre for crop diversification in rice fields, hence encouraging the growth of low water-consuming crops. This project has disbursed around Rs 118 crore, resulting in a decrease in the quantity of stubble.


According to him, farmers have received 80,071 pieces of crop residue management equipment and more than 6,700 custom hiring centers have been established in the state since 2018 in an effort to reduce pollution brought on by burning agricultural leftover.


State farmers have gotten subsidies totaling Rs 685 crore so far. 6130 machines have been acquired by farmers via subsidies so far in the current fiscal year. According to Khattar, an incentive of Rs 1,000 per acre has been offered for both in-situ and ex-situ management in order to promote the usage of these equipment.


Khattar also announced the state's plan to produce biofuel from stubble.


Prime Minister Narendra Modi dedicated the Panipat Refinery's 2G ethanol facility on August 10, 2022. Subsequently, a 3G unit was established in the refinery.


He highlighted the state's declining amount of arable land by stating that the state administration is in negotiations with African nations to discover chances for Haryana farmers to cultivate there. Plans are in place to turn this idea become a reality, according to Khattar.


According to the Chief Minister, from planting seeds in the fields to selling goods in the marketplaces, the government helps farmers at every stage.


He emphasized that 1,469 villages and 4 cities in 12 districts—Ambala, Fatehabad, Faridabad, Kurukshetra, Kaithal, Karnal, Panchkula, Panipat, Palwal, Sonipat, Sirsa, and Yamunanagar—were impacted by floods in July of this year.


He stated that the government gave 34,511 farmers compensation for agricultural loss, including the opportunity to resow crops on 49,197 acres, totaling Rs 112.21 crore. The government also extended full support to these farmers. PTI RPA for CHS VSD
