In order to get involved in the celebration of independence, the Indo-Tibetan Border Police (ITBP) Headquarters has instructed its employees to appoint Liaison Officers (LOs) in the districts of China's border region. These LOs will be in charge of transporting guests from the district headquarters to Delhi and then returning to the district headquarters. The LO will be a member of staff for these districts' ITBP unit.

Sarpanches from roughly 662 villages in Arunachal Pradesh, Sikkim, Uttarakhand, Himachal Pradesh, and Ladakh that are part of the Vibrant Villages Programme (VVP) of the Centre will be the special guests. The Indo-Tibetan Border Police (ITBP) headquarters has instructed its staff to appoint liaison officers in certain districts to accompany "sarpanches and guests" from "district headquarters to Delhi and back," according to an internal correspondence. The Indian Express reports that the ITBP departmental message also said that the appropriate number of female employees should be present in proportion to the number of female visitors. Women may find it more challenging, thus in this instance, a lady with strong English language skills will be chosen. Sarita Rawat, the sarpanch of Bagori village in Uttarkashi district of Uttarakhand, stated in a statement to The Indian Express: "On July 2, I received a notice from panchayat authorities requiring me to attend the Independence Day festivities at the Red Fort. I was invited, along with eight other nearby sarpanches, and ITBP staff are collaborating with us. I'll be travelling with my hubby.


My village's sarpanch since 2019, and this year our hamlet was recognised as a flourishing village. In order to create passes for Independence Day, the district government and ITBP officers asked me to give my paperwork around a week ago, according to Sarpanch Dinesh Rawat of Harshil Village in Uttarkashi District. Although I have not yet gotten an official invitation, my wife and I have reportedly been invited. What does the Central Government's Vibrant Village Programme entail?

The 2022 budget included a statement on the Vibrant Village initiative. This initiative aims to upgrade the local infrastructure in China's border regions. Amit Shah, the nation's home minister, launched the programme in April from the Kibithu hamlet in Arunachal Pradesh. 


Around 2,967 villages in 46 prevents of 19 districts in Arunachal Pradesh, Sikkim, Uttarakhand, Himachal Pradesh, and Ladakh have been noticed for "comprehensive development" under the Center's plan, of which about 662 villages have been chosen for the program's first phase. A budget of Rs 4,800 crore has been authorised by the government for this programme. Home Minister Shah stated that the Centre had spent more than Rs 25,000 crore on border infrastructure over the past nine years when he opened a workshop on this programme in Delhi in May. He asserted that the mapping of Vibrant Village should be prioritised.
