Canada's government has said it is working to welcome immigrants who bring essential skills to the country's economy to help address a severe labor shortage.

Canadian Minister of Immigration, Refugees and Citizenship Sean Fraser announced the implementation of the National Occupational Classification (NOC) 2021 for managed immigration programs under the Express Entry system. Using the new NOC categories will help bring global talent to Canada in high-demand sectors such as health care, construction and transportation.

Nurse aides, long-term care assistants, hospital attendants, elementary and middle school teacher assistants, and transportation truck drivers are just a few examples of the 16 occupations now included in Express Entry.

The NOC system is used to track and classify all jobs in the Canadian labor market and is updated to reflect changes in the economy and nature of work. The changes to the NOC system support the minister's commitment to expanding the path to permanent residency for temporary workers and international students, as more jobs become eligible for programs managed under Express Entry. Through this update, 16 occupations that were previously not eligible can now benefit from expanded routes to permanent residency.

“We are using all tools at our disposal to deal with labor shortages, especially in key sectors such as health care, construction and transportation. These changes will help Canadians who need these services, and they will support employers by providing them with a stronger workforce that we can depend on to drive our economy toward a prosperous future. I'm thrilled to announce expanded pathways to permanent residency in Canada for these in-demand workers," said Sean Fraser, Minister of Immigration, Refugees and Citizenship.

The National Occupational Classification (NOC) is the national reference for occupations in Canada. It provides a systematic classification structure that classifies the entire range of occupational activity in Canada in order to collect, analyze and disseminate occupational data for labor market information and employment-related program administration. Occupational Information supports labor market and career intelligence, skills development, occupational forecasting, labor supply and demand analysis, employment equity, and many other programs and services. Immigration, Refugees and Citizenship Canada uses NOCs to determine and assess occupational eligibility criteria under its temporary and permanent residency programs.
